Your not going to be able to carry two big weapons.
12 Strength will give you a 'Combat Load' of 20 lbs while wearing M3 Armour. A Pulse Rifle is 11lbs and a Flame Thrower 16lbs. So you'd be carrying to much weight.
The rules sum combat load up as:
The Combat Load is the total weight of weapons and equipment carried by the Character, in addition to Armour worn. Naturally, the stronger a Character is and the less Armour that is worn, the more the Character can comfortably carry.
You could carry a Pulse Rifle and Shotgun (8 lbs) but then you'd have only have another 1lb to spend on other carried gear. To give you an idea here's some equipment weights.
M41A Pulse Rifle 11lbs

M240 Flame Unit 16lbs
Flame Unit Drum 5lb
M56 Smartgun 23lbs
Smartgun Drum 8lb

You also carry gear which you drop before entering combat called 'Non-Combat Equipment', which includes all your gear loaded in your frame pack such as rations, bedroll, canteen etc. You can't access this equipment during combat.
