Updated global moderator status

Maxvale and Quinn now have global moderator status - that opens up a few more tools for them to use as moderator.

They also get fancy-smancy green name tags.

Wow; thanks Nick; I'm truly honored! I'm sorry that due to being a Dad and my new work schedule that I don't have the time I once did; and why my posts are so infrequent...my apologies! If it's ever necessary for Sam to take certain actions as a squad leader; I trust both you and Quinn to write in whatever is needed.
