Each character has a number of 'Combat Actions' listed on thier sheet; simply put; this is the number of "things" you can do in a round of combat. Moving; Shooting; Aiming...all can be counted down using this number of Actions.
Example: Private Joe is in a firefight with NPC Rebel 1. Joe has 5 combat actions; he wants to move to cover and shoot at the Rebel. He decides to move with 2 of his actions; aim with 2 more and shoot with 1. This could be listed as:
<Move 2; Aim 2; Fire>
Also; in "game terms"; the Pulse Rifles have 96 rounds of ammo (16 bursts of 6 rounds each). As Quinn mentions; the game's realistic rules means that while you can certainly "spray and pray" (i.e. spend all 5 or 6 or whatver actions firing) and this could allow you to hit a number of opponents equal to the number of actions (assuming they're fairly close to each other)....your accuracy with this isn't good.
On the other hand; the more you aim...the better your chances to hit are.
