Yeah spend quite some time on this
But I wouldn't do it if it wasn't fun!
This is how it goes: First I print everyones characters - Then I look at my crowfoot notes to see who did which rolls. Then I start going through each character and try to find a skill that were used succesfully during the mission. If I can't find a suitable skill I will chose a skill that sort of cuts it so everyone gets a chance of skill advancement, due to the slow progression of the game.
The skill advancements are done through learning chances. You can gain learning chances during the missions, particularly if You are in a dangerous position.
You gain learning chances through
A) Be succesfull in a skill roll and roll low (8 or below)
B) Combat experience. This is up to the GM to decide. The book mentions killing 10 opponents as being good enough for getting a learning chance.
You then make a learning chance roll for the skill. You learning chance is based on Your learning roll value. This equals Intelligence + Motivation - 10.
In You case Quinn that gives You a learning roll of: 17.
This means a 17% chance of increasing a skill each learning chance You get.

Also don't you need to make quite a few learning roll passes to advance a skill from Professional to Expert? Or did you change that rule?

Just re-read the rules on advancing skills and it says if you are trying to advance a skill from Novice to Certified or Certified to Professional you need to make one successful roll against your Learning Roll (Intelligence + Motivation - 10). But to go from Professional to Expert you must make two successful checks, Expert to Master three checks and Master to Grand Master 4 checks!
If you are Unskilled in a skill you make one Learning Roll, if you pass you become Certified and if you fail you become a Novice in the skill.
I suppose it might be an idea to work out everyones Learning Rolls and put them on the roster, for ease.
